What's wrong with the system of education in Russia?

What's wrong with the system of education in Russia? All the goverment promises about rising of teachers' salary haven't come true.The downsizing at schools causes a lot of troubles among teachers. Not the best teachers go on their work at school. They are not valued at all. It seems that our principles care more about those whose actions don't make any troubles, who are loyal to them and can praise every mad desision. To be a creative hard-working person with his own point of view is dangerous at school. The behavior like this lead to punishment and pushing. More than that it's difficult to be the black sheep, to have no co-teachers with the same ideas, to suffer the pressure of the administration. How can we teach children to be kind, hornest, tolerate in such atmosphere?
